On the 28th of November 2009, the Government of the Russian Federation issued Decisions #961 "Professional positions to be occupied by foreign employees", #962 "Affirmation of Quota and demand for work permits for foreign employees", #963 "Affirmation of Quota for Letters of Invitations for foreign nationals that intend to conduct employment in Russia. The Decisions will be effective as of December 12, 2009.

Number of Quotas approved for work permits is 1,944,356. Number of quotas approved for Letters of Invitations is 611,080.

The Itemized List Quotation per region, breakdown by company and a professional position will be reflected in new regulations in the near future. At the moment it is unknown when the new regulations will be published.
